Introduce course on GST at Pondicherry University : Ramadass

Former Lok Sabha member from Puducherry Prof.M Ramdass today urged the Vice-chancellor of the Pondicherry university to consider the introduction of a course on Goods and Service Tax(GST) Management from the ensuing academic year. In a letter to the vice-chancellor Anisa Basheer Khan today, Prof.R amadass detailed the introduction of GST by the central government and said that This is to impress upon you the need to introduce a Course on Goods and Services Tax(GST) Management by Pondicherry University from the ensuing academic year.

GST is a comprehensive, multi stage, destination based tax that will be levied on every value addition. However, the success of the new tax regime hinges upon the understanding of the several technical nuances of GST on the part of the business community. More specifically, they should be fairly familiar with the guidelines and provisions of GST Act, GST concepts, Registration, Returns, Accounts and records, Invoice, Billing, input Tax Credit, Composition Scheme, GST Software, procedures, Penalties and Appeals, Payments and Refunds, News and Announcements etc.

However, he said , the businessmen and service providers in the small, micro and tiny sectors do not possess this required knowledge and the commercial Taxes Department has rendered valuable service in overcoming the teething problems of the trading community in the last few weeks . He said human resource directly matching the GST requirement is not available in puducherry and elsewhere necessitating the supply of this resource by the educational institutions.

Pondicherry University, with its expertise in Management, commerce, Economics and computer Science, is the most appropriate institution which can serve this social cause with more ease and efficiency. It can launch an innovative PG Diploma ( One Year) or Diploma(Six months) Course in GST Management through its Community College and permit other affiliated colleges to replicate such courses. The course should be open to Graduates and post Graduates in Economics, Commerce, Corporate Secretaryship, Taxation, Business Finance, Management with knowledge in computer Science.

A Board of Studies consisting of Experts from the Government Departments of Commercial Taxes, Service Taxes and Excise besides Faculty members in the above fields may be constituted. The Board may decide the course structure, syllabi, theoretical and practical orientation of the course, teaching hours and other relevant aspects, he added. He also said that the course can be self financing and the funds may also be raised from the Ministry of Finance.
