The College owes its origin to the untiring and dedicated efforts of Dr. Bibhuti Bhusan Harichandan, the Ex. M.L.A of Chilika Assembly Constituency. The idea of having an institution of higher learning in an area which is predominantly inhabited by people of the lower strata of the society came into the minds of the intellegentia of Nachuni as early as 1980 which could become a reality on 7th August, 1981, with the foundation of the College, in a place which is very close to National Highway No.5 and 80km away from the State Capital, Bhubaneswar and 55km away from the District Head Quarter, Khordha. People of this area mostly live on fishing in the adjoining Chilika Lake or Live on manual labour.
