The D.A.V College was founded in the year 1968, after a consistent struggle and efforts of the local intelligentsia and enthusiasts. The first step to set up a college at Titilagarh was taken in 1968 with the support and patronage from all quarters. Dr. A.N Khosla, the-then Governor of Odisha, readily acceded to the proposal of opening of a college at this town with a view to providing facility of higher education to the youth of the region. It was also decided to bring this college under the management of the D.A.V. Trust for better governance. In accordance with this preconceived plan, the campus of the Division office of the B.N.R was selected as the site of the proposed college and about 38 acres of land encompassing bungalows, quarters and building used by the BNR were acquired for this purpose.
